Contract No. 612 Sludge Drying Facility Upgrades

Sealed Bids for Contract No. 612 for Sludge Drying Facility Upgrade will be received by The Camden County Municipal Utilities Authority office, located at 1645 Ferry Avenue, Camden, New Jersey 08101-1432 until 11:30 a.m. (Local Time), on December 3, 2024, and then at said office opened and read aloud publicly.

The Project consists of upgrades to CCMUA’s Sludge Drying Facility.

In the event of any inconsistencies between this advertisement, as published, and the bid documentation, the bid documentation shall control.

Bids will be received for a single prime Contract. Bids shall be on a lump sum as indicated in the Bid Form.

Bidders are required to comply with the requirements of P.L. 1975, c.127. Bidders are required to comply with the requirements of N.J.S.A. 10;5-31 et seq. and N.J.A.C. 17:27 et seq.

Bidders are required to comply with the requirements of P.L. 1999, c. 238 (N.J.S.A. 34:11-56.25 et seq,), New Jersey State Prevailing Wage Act, where applicable.

Prospective Bidders are advised that the Project is subject to a Project Labor Agreement (PLA). The PLA will be binding upon all Contractors and Subcontractors performing on-site Project work, as defined in Article 3 of the PLA Agreement. The copy of the PLA agreement is attached to the Supplementary Conditions, Exhibit 21.

Proposals are being solicited through a “Fair And Open Process” in accordance with N.J.S.A 19:44A-20.4, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law.

This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10.

 

In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. The project sponsor has identified that the SED utilization goal for this project is: twelve percent (12%).

 

Awards will be made only to socially and economically disadvantaged business concerns that are certified by the New Jersey Commerce, Economic Growth and Tourism Commission, the New Jersey Department of Transportation, the Port Authority of New York and New Jersey, New Jersey Transit or other agencies deemed appropriate by the Office as eligible minority businesses or female businesses. The invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill the SED utilization requirements.

The Successful Bidder and Subcontractors shall hold or obtain any such licenses as required by State Statutes, and Federal and local Laws and Regulations required to lawfully complete the work described in these contract documents.

The Owner reserves the right to reject all of the Bids received, to re-advertise for Bids, to abandon the project, to waive any or all minor informalities in any Bid received and to accept the lowest responsible responsive bid all in accordance with applicable law.

A Bid must be accompanied by Bid security made payable to Owner in an amount of ten (10) percent of Bidder’s Bid price, but not in excess of $20,000, and in the form of a certified check or bank money order or a Bid Bond (on the form attached) issued by a surety meeting the requirements of Paragraphs 5.01 and 5.02 of the General Conditions and authorized to do business in the State of New Jersey. In addition, Bid must be accompanied by a consent of surety consistent with N.J.S.A. 40A: 11-21 and 22 and 2A:44-143 et seq.
